Irwin Jay Katz

Associate Professor of Instruction

A native of Pittsburgh, I. Jay Katz is an Associate Professor of Instruction at USF, St. Petersburg campus teaching in the area of taxation and business law. Joining the USF faculty in 2019, Professor Katz earned a J.D. at the University of Tennessee and has the distinction of earning two LL.Ms in taxation " one from NYU and the other from the University of Florida. In addition to teaching at business schools, Professor Katz has also been a full-time law school faculty member as well as an adjunct professor at Temple University Beasley School of Law graduate tax program. Professor Katz has taught every conceivable tax course at all scholastic levels. He has also taught in the areas of estate planning and business law. A prolific author, Professor Katz has published in both law reviews and peer-reviewed journals. Notable publications include An Offer in Compromise You Can't Confuse: It is not the Opening Bid of a Delinquent Taxpayer to Play Let's Make a Deal with the Internal Revenue Service, 81 Miss. L. J, 1673 (2012), Instilling Subpart F with Horizontal Equity as Applicable to Individual U.S. Shareholders, ATA Journal of Legal Tax Research (2020) (the recipient of the 2020 JLTR Best Paper Award) and most recently, IRS Made Off Like a Bandit Applying Its Ponzi Scheme Victim Tax Relief, Tax Notes Federal, Volume 172, Number 13 (September 27, 2021). Additionally, Professor Katz has served as an author and editor of various publications of the National Underwriter Company including The Tools and Techniques of Income Tax Planning. Professor Katz has a passion for teaching " connecting with students to ensure that they get the most out of the classes he teaches both educationally and professionally.
