Arthur Shapiro

Professor

Dr. Arthur Shapiro is a Professor of Leadership and Policy in the College of Education at the University of South Florida. He writes and consults internationally and nationally in policy, leadership, curriculum and supervision, decentralizing large schools into small learning communities, and critiquing phony American educational reform initiatives. He was lead consultant for improving the Republic of Macedonia's completely decentralized schools. Dr. Shapiro is co-author of the first theory and practice of curriculum and author of two more curriculum theories. He is co-author of the first theory and practice of supervision and has published a second theory in that field. He has co-authored a major theory and practice of leadership, the Tri-Partite Theory of Organizational Change and Succession, which is also a theory of organizational change. In addition, he has published the Constructivist Theory of Leadership and is working on a book concerning the attacks on the public schools. Dr. Shapiro has been a teacher, high school principal, director of secondary education, assistant superintendent and superintendent in urban, suburban and rural districts. He has served as department chair of Leadership and Policy Studies at the University of South Florida three times. He was recognized for his achievements by the National Council of Professors of Educational Administration recently and given their lifetime achievement Living Legend Award.
